Can I Claim Back

I sold my property in 1984 for 40,000. Registrar came to my house and took the signature. UnTill 2002 property was not registered on the purchaser name. Collector refused for registration in 2002. Property as of 2011 still is on my name. I checked 7/12 extract and property card. Purchaser did not paid property tax for several years. Property is not maintained and now in bad shape. Question, can I pay 40000 to the purchaser  / or deposit money in to court and claim this property back? Property is in purchasers possession.. What Law says? Who is responsible for all back taxes? Who is responsible if some mishap happens?  Please advoice me?

Why registrar refused for registration. In legal documents property is in your name, i think u may have to give the property tax.
