During vacancy in the CBI court can the Registrar General of High Court assign full charge to the Special Judge appointed under SC/ST Act when section 4(1) of PC act specifically lays down that only judge appointed u/s 3(1) can try the offence under PC Act. if yes under what power?, is it not in violation of ratio of appex court in AR Antulay case of 1988?, if so what is the remeady for an accused who's discharge petition is dismissed other than revision petition.
