Caveat u/s 148 a of cpc

Greetings sir/madam,

   I want to know about caveat u/s 148 a.

The reason for the query and further details are..

I own a plot 3 kattha...when i put boundry wall around it,i left 3.5 feet spaces from all the sides..

Now my neighbour had an old house and he stater to construct it all over again.. without leaving an inch from the space i left from my land..

So we filed u/s 144 and they stopped construction..

But now they have sent the CAVEAT U/S 144..

so what does this caveat mean here...??

Can they resume their work again ??
