Central govt. rules & case laws pertaining to service matter

 

Please provide references of relevant central govt. Rules/Provision/Case Laws in respect of the following :

 A. An authority much below the "Appointing Authority" can not be a "Disciplinary Authority" in respect of Central Govt. service; even for "minor penalty" purposes

 B. Restrictions/restrains of temporary incharge/working authority in exercising the full powers & functions vis a vis the regular/permanent competent authority.
