certification by 1st class stipendiary officer....
I need a certificate signed by a 1st class stipendiary officer or above the rank of tehsidar...but I got it by the sign of "Dy.Magistrate & Dy.Collector''...is this designation belongs to 1st class stipendiary or above the rank of tehsildar...??
