Rule 3, Part II, RP Act: Qualification for membership of the Council of States.
—A person shall not be qualified to be chosen as a representative of any State or Union territory in the Council of States unless he is an elector for a Parliamentary constituency [in India].]

The Rule in sum & substance provides for selection to Rajya Sabha from any state & has led to all sorts of undesirables. Citizens are not allowed this sort of registrations. IS IT NOT DISCRIMINATION IN THE NAME OF NON-DISCRIMINATION? The Rule be challenged.
