Chamber being constructed near boundary of resedential plot, cracks occured in boundary, jen+aen+exec. engineer not coperating

CIVIL UTILITIES WORK IS GOING ON. A CHAMBER(T-SECTION) IS BEING CONSTRUCTED NEAR MY PLOTS MAIN GATE. THEY HAVE EXCAVATED MORE THAN NECESSARY EARTH FROM NEAR BOUNDARY, WHICH LED TO CRACKS IN BOUNDARY. I DONT WANT ANY TYPE OF CHAMBER BEING CONSTRUCTED NEAR MY MAIN GATE, AS IT IS PLACE OF RESIDENCE AND WHHICH MAY LEAD TO SANITATION AND HYGINE ISSUES IN FUTURE. WHAT CAN I DO?
