Good evening, My cheque was returned for the Reason
" Exceeded Arrangements "
can I send a notice to him with this Reason, please give me a suggestion sir...

Yes of course. U can. You have to issue legal notice withing 15 days of bank memo. After that you have to file a case under Negotiable instrument act against the accused.
