Chs commitee harassing terrace flat owners

Hi all, 

I own 2 adjoining terrace flats in a CHS having 4 wings "A,B,C and D". Mine are in the A wing. Due to some water problem in the C & D wings, the society without consulting any of the members or holding any special meetings or sending out any tenders has bought two 3000 liter plastic tanks for water storage . Now they want to install one of the tanks above my flat on the terrace. My questions are as follows : 

1) Can the society actually make such purchases without approvals/ tenders ? What are the bye-laws to protect the rights of the members ?

2) Doesn't the commitee need my permission to install the tanks on my side of the terrace ? I am extremely worried about the weight of the tanks which will cause excessive detrimental load on my ceiling. The building is nearly 20 years old having gone thorugh minor repairs about 8 years ago.

3) How do I prevent this installation . I don't want the roof to fall on my head literrally.

1.   The common Terrace of the building becomes to the Society and Water Tanks /Solar Systems/ Mobile Towers etc.... can be duly installed.


2.  However the above is possible ONLY after taking due permission from the local Municipal corporation, who would allow after the Society submits a structural engineers report about safety in installing EXTRA water tanks atop the building.
