City survey error on plot map

Hi

I wanted to ask what can we do if after a ancestral property [artition between 2 brothers, 1 of them did not get his plot map at the city survey office updated despite signing a release deed with is brother?
 

Also what can we do againt a city survey officer if they do not take action against such things despite showing them proof?
