Civil service queries

Respected sirs it would be helpful for me to gain your esteemed opinion on a matter which is of utmost importance to me.

A non cognizable offence was registered against my friend of assault. After the registration of NC report the complainant did not went to the court and signed a compromise letter. Is he eligible now to appear for the civil service exams or not? If yes what procedure can be followed that any further hurdles can be averted? Can you please provide your expertise and information in this case?

It means IO did not find sufficient ground to file charge sheet and must have submitted the closure report. No problem here legally.

Yes, he is eligible.
