Sibling is co owner of property along with me. I am paying all utility bills since she has changed residence and is not responding to calls or messages.
I emailed list of expenses to her. I also had to apply for water connection to property and paid hefty amount as official deposit fee. At that time also, I could not inform her about the same.
What can I do to recover the money spent for the property? She is simply remaining inaccessible but is taking rents from her tenants every month online.

As suggested, you may serve a legal notice. You have the option to file a civil action. However, such a measure could involve much expense and time. In the alternate, yo may file a complaint before the adalats functining under the Legal Service Authority.

File a civil suit for mandatory injunction through a local prudent lawyer.

You can proceed by issuing a legal demand notice demanding the amount pertaining to her share in the property failing which you can file a money recovery suit as well as injunction suit to refrain her from collecting rent from jointly owned property till the disposal of the main suit
