Collegiums in societies

Sir, Our society has 60 collegiums. So 60 winners shall elect President...etc. For 5 executive members, of the governing body, election has to be block based or any 5 can come from 60 collegiums. By block I mean that we make 5 blocks of 12 collegiums each and elect an executive member from each block where only voters of that block elect a member. I shall be grateful for an early response. The rule book is silent on this.
