Commercial shop in car parking

I recently purchased a flat of 505 sq. ft. UDS in Ground Floor. The owner of the land has executed a Joint Venture agreement with the builder to construct 6 houses with car parking. They have got approval to construct only 6 houses. Now, the land owner and builder are planning to construct a commercial shop (not approved) in the car parking space allotted to the owner (as per the agreement, the owner will get 2 apartments and 2 car parking). When I objected, they say they are constructed a building in their area and I cant question them for this.

1. Is it possible to legally stop the construction? If so, how?

2. When I purchased the apartment, the builder did not tell us anything about the shop. The brochures and plans that he shared did not contain any mention of it. Is it possible for me to take any action against him legally?

If as per plan pass construction is illegally then u can file a civil suit against them and u give a application at Corporation or any government authority about illegal construction on parking space.
