1. You may prefer to write a complaint to the local Municipal office and the Police, for causing Criminal Nuisance, Mischief, Intimidation, Breach of Trust, etc....

A sewer having opening in roadside can not be closed by anyone.
Report the matter to municipal authorities / Local Jal Board.
