Instead of complaint there, why do younot submit clearance certificate to your previous employer and ask service certficate ?

Yes, ofcource Complaint to Labour office will be my last option. I have tried to contact the concerned person of the employer HRDept by means of telephone as well as by letter but still he is not accesable to me...replying that he is under medical leave ...not available today etc...
Finally I sent them a request letter by speed post last week. I have the proof of delivery of my Letter. If they still will not respond, then what can I do?
