quality/standard of law education;   judgement on a perticular issue is different issue and have a remote connection.

the actual question is whether the judgement delivering by the learned judges at per law or giving it under influence of money or something else.  - which is actually a corruption.

we offten confused about a thing that, a person having official power is one's own discreationary power but it is not, official power given to a person make him a slave of law, he is bound to work according to law. he has a very little option to exercise his power according to his own discreation/will. under this circumstances, a judge is nothing but a slave of law, while he deliverying a judgement.

in fact not only a judge but we all, - the civilized and law abiding person, are  nothing but a slave of law.

A Dy. Registrar of Coop Society passed an order and told the applicant that he was passing an illegal order and he could do what law allowed him to do i.e. go in appeal but before doing so he must deposit 50% of the amount that he had to pay to the Society.

Is it law or discretion or misuse thereof?

yes it is present law. unfortunately we have to bear it, - wilingly or unwillingly.
