Constructions on agricultural plots - pune

Hi, I am planning to invest into a residential plot in Pune sub-urbs / outskirts. However based on my budget I am getting nice and affordable deals but most of them are Agricultural plots (Not NA) where in probably Bank doesn't provide loans (I am not sure) and most of such plots are entitled under Gram Panchayats and not PMC/PCMC. Can someone please advice me on below questions:

1. How to make sure that propery is legally correct and has no legal obligations at the time of purchasing.

2. What all documents are to be obtained to ensure the leagl ownership of such properties?

3. How to verify that the plot is authentic?

4. Is there an restrictions on building a house in such plots? If so, What are construction related restrictions apply and how to get rid of those legal restrictions?

I might come up with many more questions, as I am very new to this area and currently I am surveying and hence seeking expert advice to ensure I am investing at a right place.

The property is legal one as far as agricultural title is concern.2)for legal ownership take 7/12 extracts for 50 years and mutation entries therein.3)you will not get the plot ie. Piece of land but the undivided share in agricultural land to the extent of area of purchase.4)to build the residential house on agri.land is illegal.
