Consumer

sir,

i had filed a complaint against housing board for delay in possession before the District Consumer Disputes Redressal Forum. they have awarded damages but the housing board has gone to the state forum in appeal. They say that i am not a consumer since i have given the house on rent which is a commercial activity. Are there any judgements which specifically say that letting a flat on rent will deprive me of my right as a consumer? Or any decisions which say that even if a flat is given on rent, the owner will still be a consumer? Kindly help.
