Attending personally to District Forum is a tedious job, and entire success depends on structuring of complaint and enclosing relevant exhibits that disclose treatment given, medicines administered and citing relevant extracts of past NCDRC decisions.
DF advocates expenses are not prohibitive and affordable. Any small mistake/error by a party in person spoils the entire case. So first search in NCDRC cases decided in your area, and who are experts in medico legal cases, and use his services.
Now with internet facility, you can easily find suitable advocate. Do not take a chance.

Respected Sir, I had horrible experiences with some corrupt lawyers in past, who took the money and never did anything and i have horrible experience with bar council which asked for rs6000 just to represent the petition and my problems against the engaged lawyers.
And case is not about medico legal , I am ill and bsnl has harassed me by not providing the services and made me run from one officials to another , it’s about harassment and deficiency in services and arbitrary behavior from bsnl .
i have the trai regulations , and the judgement which i want to quote . i just do not know how to quote and where to present ?

Please try in those portals that exclusively deal with Consumer Protection. Perhaps they can even give proper drafting if you provide basic details/particulars and step by step action for registering complaint.
Infact CP Act has not prescribed any particular format but only stated that complaint should contain details and you may file complaint by narrating just facts (without arguments/comments) mentioning dates , time and name of officials that you have contacted and finally pray for remedy. There should be consideration, and you should be a consumer as defined under CP Act, and there should be deficiency of service, and you should have suffered either mentally or financially due to deficiency which BSNL has to compensate.

You have almost all the details to file a case in the consumer forum however for further formalities, instead of relying on a lawyer, better visit the jurisdictional consumer court office, approach the dealing clerk or head clerk, enquire about entire filing procedure and comply with them accordingly.

Call in with a well drafted detailed complaint with following particulars.
1.Complainant: Full Address and details.
2.Opposite Party: Full address and details.
3.Chronological order with details ending with copy of notice given under CP Act.
4.Actual deficiency of services.(How complainant is a consumer, duties/obligations of OP and not done, loss suffered/harassment)
5.Payment of fees.
6.Jurisdiction for fees and geographical.
7.Prayer: Remedy (compensation and others)
8.Statement of enclosures that support facts.

respected sir i already have that judgement, i asked how to quote the judgement in the forum .
well i have different experinces with bar council and lawyers . i have already been cheated twice by some crooks and i found no laywer who is willing to file a petition against them in court , nor found any way to get these cheaters punished who took money and never filed the petition .
bar council asked for rs6000 and 35 sets of complain , i am a student i do not have that much money to give . asking such money is arbitary .anyway tanks for your suggestions .
hence i have decided to file everything by myself , and present my problem by myself whereever i can .
