I have a query related to contract labour leave encashment rule. I am working in India Security Press, Nashik. It is a CPSU wholly owned by GOI. We have entered into an agreement with a contractor in which 15 days Casual Leave is provided to workers. Now, the contractor said that he will encash the unavailed leaves of the workers if we will reimburse him. So, I have this doubt whether the contract labours are entitled to encash their unavailed casual leaves as according to govt. rules only EL can be encashed whereas, the unavailed CL is extinguished at the end of the year. Someone please help.
