conversion of agriculture land.

My grandfather had bought a agri land back in the 60's. Around 1997, we converted it to N.A. plots for which the corporation had collected betterment charges from us . But now in 2007, when we sold one of the plot, we were sent a notice by the corp. saying we hadn't developed the roads n gutters. Now if the owner has to develope it with his own money, then why did they collect the betterment charges from us ? please help...

well in case where corporation have not started project for the roads n gutters.

it is the responsibility of the owner. 

if in the receipt of betterment charges it is mentioned regarding development includes.

then file a complaint with consumer forum for the same in consultation with your local advocate
