I am interested in taking a house at kavi nagar ghaziabad but the owner told me that it's gda flat and it's on leasehold by gda and construction cannot be done from base as it is not allowed . I want to know whether or not I can convert that leasehold property into freehold. If yes then how?

Only the original allottee can apply for conversion from leasehold to freehold.
It will become a problem if you buy the property without conversion
