Trade refusal charges

It's like at the time of renewal of licenses from Municipal Corporation of Greater Mumbai towards health, we are being charged trade refusal charges apart from license fees. And these charges are quite high, so kindly guide me exactly what is trade refusal charges meant for and whether if it is covered by Bombay Shops & Establishment or one of the norms in BMC Laws.? Thanks

I have not seen the Act under which such charges are being levied.  But I am only visualising - it may be a means to the BMC to collect money to incur towards proper disposal of the 'refuse / waste etc.,being generated by the trade and put into dustbin etc.'  [mine may be a crude imagination though!].  You can ask the BMC Authorities as to the provision under which they are charging such amounts.

Sorry sir but this is not d reply since the waste is disposed by the person who is applying for the license. So the Municipal Corporation of Mumbai doesn't play any role in disposing them. The fees is collected purely towards the license, may be a mean to increase their revenue.

So i just wanna the actual purpose of this levy.

Dear Asha,

You say that the waste is being disposed of by the person who has applied for licence.  Can you please state as to exactly where do you dispose of the waste?

"Trade Refuse Charges" are defined under rules no. 6.4 of the  "BMC solid waste management rules-2006"

 

Please download attached file for details.   Rule 6.4 is highlighted in Yellow for easy reference, as also reproduced below :

 

6.4)  Trade Refuse Charges:  BMC will rationalise the Trade Refuse Charges applicable to hotels, restaurants, and other generators of waste, so that it is linked to the volume of net waste generated and not to the licence fee charged against any license issued to such a generator of waste. Such information will be available at all Ward Offices and on BMC website.

@ramachandran Sir- oops yeah I get your point, yes we do dispose off the garbage at the end to the rag pickers and that is finally disposed by the BMC. So you are right. But the problem is the license charges are highly lower than the trade refusal charges..so there is something that could not be related with this levy.
