protection to whistle blowers and action on complaint

I am a whistleblower, reported grave irregularities in an organisation. CVC acknowledged and asked CVO of the organisation to conduct investigation. CVO tried to cover up. Luckily, due to RTI, I could get access to the cover up report and written to CVC for a total review. It's been almost two years, no action taken so far. In the meantime, I have been punished with CRS on frivolous charges by the organisation. I had pleaded all the time that I will prove charges myself, I shall reveal more frauds and I shall provide documentary evidence to prove the charges. All these pleas were not taken into consideration, which clearly shows that a cover up is made. I wanted to fight the victimisation as well as the inaction on the part of the organisation to punish the culprits. I have all documentary proof to prove the charges, the correspondence with CVC/CVO all these two years. I am totally clueless as to how to approach judiciary to get the required relief? Is it through a Public Interest Litigation or a writ of mandamus or any other mode by which I can question them in a court of law? Can anyone guide me in this matter.
