A Roadways conductor has been dismissed from service on the ground that he loaded luggege without issuing tickets. this punishment is in accordance with circulars. The certified standing orders provide for lesser punishment.
Thus in a case of conflict what will prevail - Certified Standing Orders or Circulars ?
