 When do police declare a person PO? What is the process of that?

 

PO or Proclaimed Offender is the person, who has been evading arrest. It is a proclaimation to all to bring the person to the nearest police station on being found.

PO is declared after charge sheet or after FIR?

PO can be declared after FIR, for person can be declared PO for evading arrest.

However, in 498a, as per law no one should be declared PO.
