Common facilities dispute in ancestral property

What is the legal remedy when common facilities such as piped gas and electricity are under dispute among 2 families in an ancestral house resided by a joint family?

Amicabley settle the matter failing which file a suit for Declaration and Easement Right in Civil Court.,this is lengthy process of court.
