1. That In the District Court Of Muzaffarnagar there is Thana Civil Lines whose executive judicial in charge is A.C.J.M.-2 of all local Bail and complaints which may addresses under Thana Civil Lines of Muzaffarnagar district. That for this Thana Civil Lines deputed a One Parokar i.e Constable for submitting and getting daily orders and report from Thana Civil Lines to ACJM2 Court and vice versa.  That the parokar name Devendar 9457649960 has been working and appointed for this work so long. That the A.C.J.M-2 have rebuked and scolded him several times to do daily report work on time and with sincerity but in contrast with he pretense always that next time he will do it that and that why many number of adjournments would put in many criminal cases and bail urgent matters and the Thana Civil Lines due to work load also not appointed an another Parokar for doing daily report work for the District COurt of Muzaffarnagar.

2. That in the Police Act 1861 provide that every police officer always to be on duty and may work on time and for this if any negligence may happen than under S.29 the liable police officer may be fined for his 3 month Salary or 3 month imprisonment or both of not working according to the law and bring daily domestic duties work on time.

So kindly be aware from the Parokar of Thana Civil Lines if your work comes under his hands and you will have to wait several month and give some money consideration for getting that work done on time easily and smoothly.

Dear Kumar ji

This is not just a story of one cop.  Cops are alike everywhere.  They know the trick of the trade and vie to benefit from it.  In our place also, in lots of criminal cases the accused are put to suffer just because these cops will not bring witnesses in time to progress the case unless few notes are passed to their hands. There must be proper representation at the appropriate levels to address this issue.  Since you have started this thread lets see what our learned fraternity would contribute as their ideas in this regard.

What you have quoted and posted is not a remote incidence in an isolated place in the country, you will find the similar or more lethargic attitude very commonly among the cops who have been entrusted with court duties across the length and breadth or the country.  Even the SHOs are the higher police officials are very much aware of this dreaded situation but nobody wants to bell the cat.   Hence, under the situation, one has to cry when he feels hungry to fill his stomach, the overhauling the system will not take place with such hues and cries, there may be some changes but will extinguish immediately once the cries are diminishing. Bear with our system and administrative machinery.  India is great.
