Bring the missing person before court

If  a person is absconding or missing, and location of his presence is known,  and  the person is under control of another person as well. what are the legal ways to bring him out before court?.   

I have little bit idea, of, if a request is made to the court then they will direct the police dept to bring the missing person within a specified period.

what is the legal term for that request?
