Contempt petition against state minister

In regard to one Co-op. Housing. Society matter, a Writ Petition was filed in Bombay High Court. The HC disposed off the matter and the matter was relegated to the Minister with instructions to hear both the sides. The Minister had given his orders without hearing one side. Does it not amount to Contempt of High Court, since when the High relegated the matter to Minister, the order had mentioned that the Minister should hear both the sides.

You can file a petition for contempt of court orders.

How come Bombay High Court relegate a writ petition to a state minister???? Some thing special which is hard to believe.

Show the judgment to a local lawyer if you do not want to discuss/consult your lawyer.
