kindly let me know whether my leave rules found in the attachment allows me to avail study leave to pursue regular llb while in service

Granting leave is the prerogative of the management and cannot be demanded as a matter of right.  Therefore, you may approach HR Department of your organisation and find out the rules relating to the Study Leave and the undertakings you may have to give for working in the organisation subsequent to your leave etc.  

Most probably, the institution where you are working may not give study leave on pay but may permit you to pursue further studies without pay. This aspect is very important for your to survive the period of study without income and paying fees and books for the studies.  If you have hefty income other than salary, it would be OK. Otherwise, this will be a very important and dominating factor to be considered before thinking of study leave.

I missed out the attachment and read it now. I am really surprised a person claiming to be an Architect and already working cannot understand such plain Englsh given by your HR Department regarding study leave.  

Apparently, you are very weak in understanding English. You can show it to some person who can read, understand and explain to you in a language you can understand.  If you cannot understand such simple english also, how you think you can study LLB? Better not.

Now the contents of your attachment are quite clear stating that Study leave cannot be sanctioned for more than 12 months at a time and in any case not more than 24 months. Since LLB is not a course which can be copleted in 24 months, you cannot avail the leave.  Further, your area of specialisation is architecture and your organisation may not give permission for specialisation in Law, but its a matter of taking decision by your HR. Please approach your HR instead of wasting your and our time here in the forum.

if you are central govt employee then you cannot avail any study leave

even if you

(i) are permanent

(iii) having mor ethan three years service lefct

(iv) your controlling officer willing to spare you for two yers.

because your profession is architect and LLB is not connected with your profession.
