Father can dispose his property wholely or partially, as he so desire if he is sole owner of the property, no permission of his wife or anyone else required for this.

Or are you all Hindu?
The said property is agricultural land, rural, Urban, or it is a building or a slum are SRA etc etc ?
Who is title holder (owner) of property?
Is IT self acquired/earned or ancestral?
Is IT given by some award/grant?
The property is in which state?

Generically speaking; If IT is self acquired property in the hands of ( Hindu) Father he can very well dispose IT in anyone’s favor in his life time by a valid/registered deed…….
He may provide right to residence to his wife/unmarried daughter/minor children in accommodation that he has after such disposal…

If original documents are in the name of mother also then father must not be able to dispose the share of mother.
Still your 1st query does not show that share of mother, is disposed.
Since you have used terms like ; said prize letter………………..for hearing.....that does not convey any clear message as pointed out by Mr. TGK Reddy also..
