1. File a grievance petition before the district Collector's office, with all relevant details and signed by all the affected persons.
2. IF the collector office does not take legal action, THEN approach the Lok Adalat, against the collector. The action will be taken.

If the situation appears to be a public nuisance and also a health hazard, you may give a complaint about this to the municipality or any other local body besides you may give a complaint to the district health officer.
Especially in the present scenario, due to the fear of corona virus spread, the authorities will take immediate action to close down his poultry farm also.
