The legal heir certificate has to be issued by Tehsildar within a month after receiving such application with fees. It is not clear as to why the work was entrusted to the Advocate and inquire into the reasons for the delay. You can ask your advocate and can request him to expedite the same.

If you wish to go for RTI on reasons for undue delay, you can file RTI Application to the State Public Information Officer, Office of Tehasildar.....with RTI fee of Rs.10/- in the form of Indian postal order.
Information solicited:
1. Please provide the time frame fixed for issuing the legal heir certificate from the date of receipt of the application.
2. Please provide the reasons for the inordinate delay in issuing such LHC for late................................................
3. Please inform the name of the Superior Officer, that is controlling the due functioning of the office, with his designation, mobile no, and full address for issuing notice under CP Act.

Hi,
A legal heir certificate can be obtained by filing an application along with all the necessary documents (death certificate, affidavit on stamp paper, identity proof of applicant, address proof of applicant and deceased, birth proof of legal heirs, etc) to the Taluk Tahsildar. Upon the successful enquiry of the documents, the Tahsildar usually issues the certificate within 30 days from the date of application.
Now, there may be 2 reasons for thi sprolonged delay - 10 your lawyer hasn;t filed/ followed up on the application or 2) failure of the authorities
In case of former, please talk to the lawyer and in case of the latter, please approach the sub-collector or the Revenue Division Officer.
