23 year old complex still has 9/33 unsold flats

We live in a complex of 33 units which was completed in 2000. Till date 9 flats are still unsold. Is there any law whereby we can sue the builder for having kept so many flats unsold for so many years ? Just for information, this complex was formed into a cooperative housing society just 2 years back.

The builder kept some flats unsold.  What is your problem?  The society is also there and it will take necessary action if necessary.

How you are concerned ?

However, if you have any problem with unsold inventory of the builder, it is better to consult a local prudent lawyer for appreciation of facts/ documents and professional advise.

Only maintenance charges is a problem for existing dwellers.  the builder is responsible for paying the maintenance fees for unsold apartments until they are sold, after which the buyers are responsible. In addition, society is not required by law to pay the stated maintenance fee for unsold flats.

Thankyou for responses. The main problem is that the builders hold the position of chairman and treasurer in the society committee. And as they have nine flats they get 9 votes in matters of the society. So are votes accoding to number of flats or members? in simple words, is the builder entitled to 9 votes as he has 9 flats or only 1 vote because the flats are in name of the builder's company ?
