I think that your question is whether husband and wife can separately be members in two separate housing societies. I know about Maharashtra and not about Delhi But there are certain fundamentals, which should be the same everywhere though not at all times.
The Co-operative movement is based on the social ownership or community ownership of what the individual members of the community require. In other words it is Socialism and has its roots in Marxism. Marxism is against the creation of surplus value. Surplus value becomes unearned income of the concerned individual. Rent is also an unearned income and hence surplus value and is prohibited. Why should a person have 2 residences, unless he has in mind to let out one of them? That is the reason that Co-operative Acts say that an individual cannot have two properties in the same "area of operation" and a member cannot let out his flat even if he has only one residence. However from the very beginning this law was observed more in its breach than its observance. In Maharashtra if a person is denied membership of a Society for the reason that he has already a residence, he can complain to the registrar. The Registrar will surely order his admission.
