Costs imposed by courts-who is entitled to?

Who is entitled for taking the costs imposed by courts on a defaulting party(accused)? Is it the complainant/Petitioner or his advocate?

Please answer this by giving the relevant provision / procedure in law

I have gone thru the heading postyed by you

In that posting there is a lot of debate on teh issue but no one has answered teh query posted by Radhey!

I am sorry to say but in that post, the lawyers instead of giving a legal answer to what Radhey asked, they have suggested to ignore and overlook the issue terming it as minor

My & even the query of Radhey in the post given by you still stand where it was
