Court fee in tis hazari court for letter of administration

Dear Experts

Please help

1. As per user handbook of tis hazari court 4% of property value as per the circle rate needs to be paid as court fees for example if property value is 50 lakhs means 2 lakh court fees needs to be paid is this correct ?? Whether this high fees is really applicable ?

2.I have also heard this court fee is paid in the form of judicial stamp papers what is that ? Is this amount paid to court or some stamp paper vendor outside court ?

When certain court fees are to be paid, one has to abide by that without any arguments, if one wants a remedy.  Now, every Court is also having a Bank ext.counter attached to it, and your advocate will guide you in payment of the fees in appropriate account with such number given to that fee, and counterfoil has to be attached to your petition.  The court takes care of the fee, and there is no involvement of any other agency/persons.

Further value of the property has to be decided by concerned Registring authority who gives a market value certificate and that is the proof in case of immovable properties and normally the value of such property as per their rates may be much less atleast by 20%.
