Court procedure in a consumer forum: dictated by cpc?

In a consumer forum, I notice that all submissions to the Bench have to be cc'd (copy) to the OP. I wanted to know what Act cover the protocol for submissions in this regard? What section of the Act says that copies have to be given to the OP? Do they have to be copies verbatim - where is that mentioned?

Consumer fora require 4 copies to be submitted. 3 are one each for the 3 members of the forum and one for the Opposite Party. If there are more than one opposite party additional copies will have to be submitted. I submit my complaints in this matter. I did not bother to find out which law stipulates this because I felt that this is reasonable and a trivial matter. I worry only about laws knowledge of which are necessary to win the case.

Every Court, Forum or Tribunal has its own rules. Unless a copy of the complaint is supplied to the OP, how the party will know what is the case, who filed it, what was the complaint and how they have to defend. It is very fair rule
