Deductions in final settlement (Central Govt)

Hello,

I have a question.

An employee passed away during the tenure of employment (Central Govt).

We found that he has taken loans and advances, and the money has been fully deducted from the Gratuity (final settlement). I would like to know if this is common? Does the family members have the rights to ask and request the company saying that we pay the debts on monthly basis?

some of the deductions are;

festival and flood relief advance, extra payment of salaries was deducted, cooperative society loan was completely deducted from the gratuity.
