Deputation on own request

I am a ddo of a PSU.An employee got himself deputed due to personal problems( daughter marriage) in his home town.But he is claiming HRA of the parent organization, where HRA is double the rate of his hometown.Although it is clear that he stayed the entire deputation period with his family in his hometown.Pl guide whether he is eligible for higher rate of HRA.

He is not eligible for higher HRA.

If he lives in his own house, no H.RA. But he lives in rented house, he is eligible.The actual HRA offered will be the lowest of the following three provisions: The amount received as the HRA from the employer. Actual rent paid less 10% of the basic salary. 50% of the basic salary if staying in a metro city and 40% in a non-metro city.
