Apartment privacy safety

I am residing in a flat (8 units) basement(Ground floor parking)+4.Each floor has 2 units, Each house door diagnolly faces each other in every floor . distance between 2 house would be 4 feet In this, first floor owner has fixed safety grill (as both houses in floor belongs to him and using both houses for own purpose) leaving pathway for other floor users to move without hurdles. This was done for safety of old woman staying alone during day and also when her children move on work out of city.  Other flat owners  movements are not affected in any manner. I would request some to to suggest is there any law violation in this. That person holds three out of 8 flats.This flat does not have association and one  owner in the flats is creating problem and provoking others against that owner of first floor.

In the absence of a registered association nobody can create problems for others for such silly reasons, neither they can take law into their hands.

If at all that person has any grievance he can approach law enforcing agencies or local civic body.

If his tortures are intolerable you may either issue a legal notice to him to refrain from indulging in such illegal activities or lodge a criminal complaint against him with local police for creating nuisance and constantly intimidating you.
