Disclosure of respondent's statements to the aggrieved party (complainant) after conclusion of case

Dear learned members,
need your guidance on the following .

a complaint was made by the employee (complainant) of the institute against the head of department. Accordingly, an enquiry committee was constituted, which after taking the written statements of complainant as well as respondent and after detailed deliberations submitted its report to the authority and the decision (not in favor of the complainant) was conveyed to. The complainant is now asking for a copy of the written statements of the respondent, so that he may request review of the case.

Now, could you please suggest whether the request of complainant can be entertained at this moment and copy be provided to him. If not what could be the pretext of not sharing such copy and what could be the repurcussions?

It may be an internal matter of the institute concerned.

They may even try to shield the HOD 

you can submiot an applicaiton under RTI act to provide the details of the information sought, failing to produce the information within 30 days, you may prefer an appeal against it.

thanks for your attention and kind reply. It would be more appropriate if you could provide your valued input whether such disclosure by the institute be legally denied.
