Dispute land

Sir, While I do my construction of house I left some narrow land approx. 2.5 ft. bedside my house to keep my cycles/motor bike etc. Now beside that land one of my neighbor constructions his 1st floor but they are opening window to my side which I object as his ground floor there is no window/door/roof carnies on my side. This matter is goes to local municipality and municipality make the measurement and found that my narrow land is not under my area as it vested land and under municipality. I don’t know how I can close their window as in future that will problem to me as may they drop water/dirty thing from window to my side as well my house is not privacy. Shall I take the lease from municipality for the narrow land so I can stop him or municipality can manage to close the window? Please advice sir what I do legally to stop his window to my house side.
