Dispute over tenancy

If the Legal notice sent on the wrong address for eg. if it was sent to Property no. 1840 instead of 1849/I, will it be called legal served notice? as the courier and Registered A.D returned with "LEFT Without Address"

Can it be treated as ground of not replying the legal notice?

Please answer Sir

No notice shall presumed to be served since it was sent on a wrong address.
