does charitable institutions exempted under minimum wages act 1948

Yes.charitable institutions comes under the perview of the minimum wages act 1948.

For bringing in any establishment  within the purview of "Minimum Wages Act", the establishment shall be included in the Schedule with reference to Section 2(g) and 27.  From time to time, the State Government issue gazette notification including the establishments in the list.  Hence, you check up the list whether the particular organisation, which you are referring is included in the schedule or not.  In some States, notification is issued saying that "all establishments covered by shops & establishment Act".  If this charitable organisation comes within the purview of that Act, then Minimum Wages Act will be applicable.
