Actually list was not made as per "THE DOWRY PROHIBITION (MAINTENANCE OF LISTS OF PRESENTS TO THE BRIDE AND BRIDEGROOM) RULES, 1985".

List do not have contain sign of bride and bridegroom. But have sign of both parents and witness from both side.

as per law" Agreement for giving or taking dowry to be void".

Also Amount and gold is received by my brother after few days when list made. and Girl parents record it by photo. At that time third party mention that "we are giving these article as per mutual agrement between both families".

Still they can file case on IP 406 or DP act?

She can't file under dowry act as it is considered a gift during marriage.
