Easementry right of waterway

Dear experts,

There is a 3 ft wide easementry waterway that runs through my private land so that water from some other plots can pass through. It is maintained by the irrigation department.

Now suddenly, the irrigation department is planning to cover it with concrete slabs from the top which I have an objection to as people will then start using it as a walking pathway.

My question is:

Can the irrigation department cover it without my consent as it is stilll my private land and only an easementry right to water passage is its purpose. The entire waterway is in my name and title in the revenue records.

Please suggest a possible course of action as I do not want them to cover the top of the easmentry waterway with concrete.
