Can a educated business men comes under the category of educated unemployed?

You say you are an expert. Tell me in what sense a "business man" can be called an unemployed? 

The question here basically is about being unemployed. Whether educated or not.

dear sir

a person during his gov job search start doing some business with  TIN no. after some he find a option of govt job but govt put a condition that the candidate must be an educated unemployed. mean candidate must have a regestration no from employment exchange.  another thing in business there is no financial security, he may not be unemployed but still he is an educated unemployed. am i right?

Sir, if a person is carrying out business and is having a TIN number, it indicates he is not unemployed. If the application indicates that the job is for educated unemployed, this person is not qualified for that job. Now, it is left to that person to supress the fact of his employment and get the job is a different issue altogether. 

Just because there is no financial security, the person cannot be called as unemployed. Or else, India would out number the population of unemployed people than employed.
